Driving License in India : Complete Guide to Rules, Requirements & Proposed 2026 Changes

A Driving License is the official document required to legally drive any vehicle on Indian roads. Issued under the rules of the Ministry of Road Transport and Highways, a valid Driving License is mandatory for two-wheelers, four-wheelers, and other categories of vehicles. Without it, driving is illegal and can lead to penalties, vehicle seizure, or legal action.

This guide covers everything you need to know about the Driving License in India, including eligibility, the application process, and the latest proposed changes announced in late October 2026.

What is a Driving License and Why Do You Need One?

A Driving License serves as proof that the holder has the necessary knowledge and skills to operate a motor vehicle safely. It is issued by the Regional Transport Office (RTO) or through the official Parivahan portal after the applicant meets age criteria and successfully completes the required tests.

Key reasons a Driving License is essential:

• Legal requirement under the Motor Vehicles Act
• Mandatory for buying vehicle insurance in many cases
• Needed for vehicle registration and transfer processes
• Serves as a widely accepted photo identity proof

Applicants must meet age-related conditions (generally 16 years for gearless two-wheelers up to certain engine capacity, 18 years for most other vehicles, and higher for commercial vehicles). Most people start with a Learner’s License, practice under supervision, and then appear for the driving test to obtain a permanent Driving License.

Proposed Changes to Driving License Rules

As of 29 October 2026, the Central Government has proposed significant amendments to the Central Motor Vehicles Rules, 1989. The Ministry of Road Transport and Highways released a draft notification outlining these changes. These are proposals only — they will come into force only after the final notification is issued. Until then, existing rules continue to apply.

Here are the key proposed updates related to the Driving License:

Higher Standards for Online Safety Tutorials

• The minimum passing score for the online safe-driving tutorial examination is proposed to increase from 60% to 75%.
• The duration of the tutorial is proposed to be a minimum of 30 minutes.

These changes aim to ensure better understanding of road safety rules before a Driving License is issued.

Different Card Formats for Citizens

• Separate coloured card formats are proposed for Indian citizens and foreign nationals holding a Driving License. This will make identification clearer and reduce misuse.

Faster and Easier Online Updates

• Name and address change applications are proposed to become simpler through online channels.
• The concerned authority must decide on the application within 15 days.
• If no decision is taken on an address-change application within 30 days, it will be deemed approved.
• Fees for certain online services and personal detail updates authenticated through Aadhaar are proposed to be waived.

Enhanced Driving License Format

The new proposed format may include:

• QR code for quick digital verification
• Blood group
• Mobile number
• Emergency contact details

These features will improve safety during emergencies and make verification faster for police and other authorities.
